WEB DEVELOPER

POSITION AVAILABLE: One regular position, 40 hours per week, 12 months per year, on the main Oceanside Campus. The person selected for this position is subject to assignment to any district facility and may sometimes be required to work evenings, weekends, and holidays.

STARTING SALARY: $6,067.58 per month (overtime exempt) and full benefit package which includes employee and dependent medical and dental plans, $100,000 life insurance and income protection insurance, as well as membership in the Public Employees’ Retirement System (PERS).

REPRESENTATIVE DUTIES: Function as a project lead and/or contributor in the development and administration of college web sites and custom web applications; including graphic design, information architecture, navigation, and content management; function as a project lead and/or contributor in the development and administration of Internet and Intranet portals to include programming web-parts; virtual working environments; user authentication and security; and integration with other web services; program rich internet applications (RIA) using a variety of development tools, programming languages, database systems, and multimedia authoring tools; coordinate end-user requests for web application and portal development; consult with workgroup peers to prioritize requests, identify solutions and propose project teams; serve as a systems administrator for district content management systems, including but not limited to the maintenance of HTML templates, image archives, user roles, work flow, and guidelines for web publication; develop and maintain web server architecture in coordination with Technical Services; ensure web services are compatible with multiple browsers and operating systems; coordinate with Access Specialist to ensure all district web services are ADA compatible; transfer knowledge to coworkers through cross-training and development of procedures and documentation on web programming, architecture, and services; assist departments, serve as a resource and provide education to faculty and staff on issues concerning content and presentation of information on District websites – encouraging timeliness and accuracy of web content, and assisting with adherence to applicable legal requirements as well as District policies regarding technology usage, data security, and web publishing standards; identify, learn and implement appropriate server-side technologies and web programming languages to expand and deliver web services to the District; coordinate with Technical Services to ensure all Web applications conform to district security standards; troubleshoot and resolve all problems associated with web services; prepare and present reports as necessary.


KNOWLEDGE AND ABILITIES:
Knowledge of:
Proficiency with digital development tools, including but not limited to Adobe Dreamweaver, Adobe Photoshop, Adobe Flash, Adobe Acrobat, and Adobe Contribute; Rich Internet Application (RIA) programming, including any combination of; Hypertext Markup Language (HTML) and XHTML, XML, JavaScript, Cascading Style Sheets (CSS), ASP.NET Framework, ColdFusion (CFML), web services, SharePoint Portal Server, Windows SharePoint Services, Common Gateway Interface (CGI) scripting in PERL, Flash Action Script, Adobe Flex, or Asynchronous Javascript & XML (AJAX); Database programming and management, including relational design and integration with any combination of: Structured Query Language (SQL) including Microsoft Transact-SQL (T-SQL), Access, SQL Server including Enterprise Manager, MySQL, PostgreSQL, Oracle, Stored Procedures, or Data Transformation Services. Ability to: Communicate effectively both orally and in writing; produce documentation that is clear, detailed, and accurate

MINIMUM QUALIFICATIONS:
Equivalent to a Bachelor’s degree in Computer Science or related field and three to five years directly related experience.

DESIRABLE QUALIFICATIONS:
Knowledge of applicable rules and regulations regarding digital content publishing, including but not limited to copyright, FERPA, and Section 508/ADA requirements; Basic principles of web portal technologies and familiarity with SharePoint Portal Server; Ability to effectively lead technical training sessions for small groups or on a one-to-one basis.

PHYSICAL EFFORT OF THE POSITION: Primarily sedentary with intermittent to frequent standing, walking, bending or stooping; occasional lifting, carrying, pulling and/or pushing of objects weighing 35 pounds or less; ability to travel and/or drive to a variety of locations on and off campus as needed to conduct district business; ability to work at computer stations for extended periods of time, involving moderate to heavy repetitive use of hands, wrists, forearms, and visual concentration.

EMOTIONAL EFFORT OF THE POSITION:
Ability to develop and maintain effective working relationships involving appropriate interactions and communications personally, by phone and in writing with a variety of individuals and/or groups of individuals from diverse backgrounds on a regular, on-going basis; ability to work effectively under pressure on a variety of tasks concurrently while meeting established deadlines and changing priorities.

WORKING CONDITIONS OF THE POSITION:
Primarily works in indoor office/computer room environments; subject to frequent contacts with and interruptions by faculty, staff and students in person or by phone; exposure to computer operation noise; may work at any College location during day and/or evening hours with occasional holidays and/or weekends on an as-needed basis.
